Britain and France to Deploy Troops to the Country if a Peace Agreement is Agreed

The London and Paris have formalized a memorandum of understanding concerning the stationing of armed personnel in Ukraine if a peace agreement be concluded with Russia, the British leader, Starmer, has announced.

After negotiations with Kyiv's partners in Paris, he said that the two nations would "set up military hubs in various parts of Ukraine and erect secure facilities for military hardware and military equipment" to prevent any future attack.

The partner countries also proposed that the America would play the primary role in verifying a truce.

Russia has repeatedly cautioned that any foreign troops in Ukraine would be considered a "acceptable aim", but has not yet issued a statement on this recent development.

The Situation and Continuing Hostilities

Moscow's leader Vladimir Putin initiated a major offensive of Ukraine in February 2022, and Russia currently holds roughly 20% of the country's land.

"This constitutes a crucial element of our vow to stand with Ukraine for the long-term," stated the UK Prime Minister.

Top officials and top officials from the "Coalition of the Willing" took part in the recent discussions.

Addressing reporters at a shared media briefing, Starmer further said: "It establishes the framework for the legal framework under which allied and coalition forces could operate on the ground in Ukraine, defending Ukraine's air and maritime domains, and regenerating Ukraine's defense capabilities for the future."

The UK prime minister also stated that Britain would take part in any US-led monitoring of a prospective cessation of hostilities.

Protection Pledges and Negotiation Stances

Senior US negotiator Steve Witkoff remarked that "durable security guarantees and robust reconstruction vows are essential to a lasting peace" in Ukraine – referring to a major demand made by the Ukrainian government.

He indicated the coalition had "substantially agreed on" their work on finalizing such assurances "to ensure the Ukrainian people know that when this hostilities ends, it ends for good."

The former US envoy, former American President Donald Trump's special envoy, also participated in the talks.

At the same time, France's leader Emmanuel Macron said that Ukraine's partners had made "major advances" at the negotiations.

He added that "strong" defense assurances for the Ukrainian government had been reached in the event of a potential truce.

President Volodymyr Zelensky stated that a "major step forward" had been made in Paris, but qualified that he would only deem efforts to be "adequate" if they led to the cessation of the conflict.

Last week, the Ukrainian leader indicated a peace agreement was "90% ready". Settling the outstanding 10% would "shape the future of peace, the fate of Ukraine and Europe".

Outstanding Matters

  • Territory and security guarantees have been at the heart of ongoing disputes for diplomats.
  • The Russian President has often said that Ukraine's forces must pull back from all of Ukraine's eastern Donbas region or Russia will seize it, refusing any concession over how to end the war.
  • The Ukrainian President has to date excluded giving up any land, but has suggested that Ukraine could withdraw its troops to an mutually accepted point – but only if Russia reciprocates.

Russian forces currently occupies approximately 75% of the Donetsk oblast and some 99% of the adjacent Luhansk region. The two regions form the heartland of the Donbas.

The earlier US-led 28-point framework that was circulated to the media last year was viewed by Ukraine and its EU supporters as being disproportionately favorable in Russia's direction.

This sparked a period of focused discussions – with all sides trying to revise the proposal.

Recently, Ukraine sent the US an new framework – as well as separate documents outlining potential security guarantees and arrangements for Ukraine's rebuilding, he said.
