“Bottom line, funds are depleted,” the USDA stated. “Currently, assistance will not be provided” on 1 November.

A memo obtained by Reuters showed that the department would not access reserve funds to cover next month's assistance.

Congressional leaders continue to disagree about the way to fund and reopen federal agencies.

Remarks from the head of the Center on Budget and Policy Priorities indicated that the administration had chances to prepare in advance to prevent benefits from running out.

“It could have, and should have acted weeks ago to make arrangements to utilize available money,” the remarks concluded. “Instead, it may choose not to use them in an effort to gain political advantage” as conservative leaders work to pressure Senate Democrats to approve legislation to restart government operations.

State leaders from Louisiana and Virginia declared states of emergency recently to make money available to combat potential hunger preparing for SNAP benefits not being issued next month.
