Ukraine's leader Volodymyr Zelenskyy asserted during his visit to the US capital that the Russian president's decision to seek negotiations with Donald Trump signals Moscow is feeling pressure. He remarked, "It's evident that Moscow is scrambling to resume conversations immediately after it learns of cruise missiles." This statement referred to earlier musings about providing advanced missiles to the Ukrainian military.

Political Developments and Global Responses

A former US state department official, Dan Fried, observed, "Putin is trying to disrupt the momentum toward increased sanctions on the Kremlin." Fried continued, "We'll see on Friday, but the likelihood of moving toward a truce by pressuring Moscow to engage sincerely seem to have diminished."

The development came after the US president had in recent days been strengthening his rhetoric toward Russia until Thursday's conversation with Putin, which the Kremlin described as "highly open and constructive."

EU Energy Sanctions and Market Impact

EU authorities have established a requirement for energy suppliers into the EU to prove their products are not sourced from Russian oil, according to a document published on recently. This measure is included in the EU's upcoming prohibition on imports of refined products processed from Russian crude, which is included in its latest sanctions package against Russia over its military actions in the region.

Market experts observed that trading activity appeared to be factoring in the potential end of Indian purchases of Russian crude. Some oil processors in India are preparing to cut Russian oil imports, with projections of a gradual decrease, according to sources familiar with the matter.

"This represents a positive development for the crude oil price as it would eliminate a major buyer of Russian crude," commented a market analyst, adding that oil prices were steady on the trading day.

Military Situation and Energy Strikes

A large-scale Russian drone and rocket assault hit energy infrastructure in eastern Ukraine on the same day, resulting in disruptions in multiple areas. Ukrainian officials stated that Russia deployed numerous of unmanned vehicles and dozens of projectiles, along with glide bombs.

"This autumn, the Russian forces use every single day to strike at our energy infrastructure," declared Ukraine's president, adding that strikes affected the areas of Chernihiv, Kharkiv, Poltava, northeastern Ukraine and Vinnytsia.

Global Diplomatic Responses

Kyiv's envoy to the United States, the Ukrainian ambassador, stated that Russia showed its true approach to peace through the "terror" of such strikes. "The Russian government yet again chose weapons over dialogue, turning this attack into a direct setback to current peace efforts," she said.

At the same time, the EU's foreign policy chief, the bloc's representative, announced that the EU had no choice but to strengthen defensive systems against Russian threats. Kallas announced a "roadmap" to get ready for possible conflict by the end of the decade, including a novel anti-drone system to be fully operational by the end of 2027.

This initiative, dubbed the "EU defensive program," is expected to begin working initially by the 2026 timeline and be fully functioning by the end of 2027. Brussels hopes to secure the backing of EU leaders at a meeting in the coming days.
