Zelensky Asserts He Lacks Explicit Security Pledge from Allies
Ukrainian President Volodymyr Zelensky says European allies have failed to provide concrete pledges that they will protect his country in the case of a future Russian attack.
"I continue to pose this critical question to all our partners and I have not received a definitive and straightforward response yet," he stated to the press on Wednesday.
His comments come a day after Britain and France inked a statement of purpose on deploying troops in Ukraine if a peace deal to conclude the conflict with Moscow is reached.
However, comprehensive defense assurances have not been agreed. The US, which has been spearheading initiatives to halt the offensive, was reported to have abstained from signing such a pledge at discussions held in the French capital on Tuesday.
Details of the Paris Talks
After the Paris talks, which included some three dozen nations that comprise the so-called Coalition of the Willing, British PM Keir Starmer said the two nations would "establish military hubs across Ukraine" to deter future invasion, while France's President Macron later said thousands of troops may be sent.
Allies proposed that the United States would take the lead in monitoring a truce. But the key issue of territorial concessions that Ukraine is being pressured to offer to Russia as a component of the settlement terms are still being discussed.
The Russian government has thus far remained silent on the announcement made in the city of Paris.
Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in the early months of 2022, and Moscow now occupies about one-fifth of Ukraine's land.
The President's Evolving Stance
The UK Prime Minister characterized the bilateral declaration as "a vital part of our commitment to support Ukraine for the foreseeable future".
He added: "It paves the way for the legal framework under which British, French and partner forces could function on Ukrainian soil, protecting Ukrainian airspace and waters, and rebuilding Ukraine's armed forces for the future."
The Ukrainian leader praised that agreement as a "significant leap of progress".
A day later, however, he appeared less optimistic.
"I perceive the determination, the political resolve, and that the allies are prepared, and the allies are willing to give us robust economic measures, powerful defense assurances," he said when questioned if nations in Europe would defend Ukraine.
"But as long as we lack such security guarantees - formally ratified, endorsed by legislatures, backed by the U.S. Congress - this crucial issue cannot be answered. And should they materialize, you still have to rely first and foremost on your own strength."
Persistent Challenges and Fighting
The Paris talks were also notable owing to the attendance of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.
Witkoff said the participating countries "mostly completed" their work on agreeing security protocols.
Last week, the President indicated a peace deal was "90% ready".
Territorial concessions and defense pledges have been at the center of outstanding matters for diplomats.
Putin has repeatedly warned that Ukraine's military must withdraw from the entirety of the Donbas region or Moscow will take control, dismissing potential concessions over how to end the war.
The Ukrainian President has thus far rejected relinquishing any land, but has suggested that Ukraine could redeploy its forces to an established line - but provided that Russia did the same.
Russian forces now holds about 75% of the Donetsk oblast, and some 99% of the adjacent Luhansk region. The two regions form the industrial Donbas region.
It has been intensifying attacks against cities in Ukraine - particularly targeting energy infrastructure. Moscow is also achieving incremental advances in seizing additional Ukrainian land.
Ukraine has hit back at Russian targets with unmanned aerial vehicles, albeit with varying degrees of effectiveness.
